Approval of budget adjustment increasing appropriations for the Emergency Services Grants subdivision (10240-05, 52490) budget by $160,443 with offsetting revenues from Fiscal Year 2022 EMPG funding; and 3. Delegating signing authority to the Assistant County Executive Officer and the Risk & Emergency Services Manager to accept and administer the program funds, including executing the agreement and any subsequent amendments, modifications which are within budget appropriations. RECOMMENDATION

EXECUTIVE SUMMARY
On July 1, 2022 the California Governor's Office of Emergency Services (Cal OES) notified the County of Napa, Office of Emergency Services of the opportunity to participate in the non-competitive FY2022 Emergency Management Performance Grant (EMPG) Program. Cal OES allocates the federal Department of Homeland Security funds administered through the Federal/State's EMPG program for the purpose of supporting comprehensive all-hazards emergency preparedness to protect life and property. These federal funds have been secured by the State and each California county allocation was included in the State's EMPG supplemental guidance announcement. The County Executive Office submitted its application on behalf of the County of Napa Office of Emergency Services, to Cal OES by the December 31, 2022 deadline.
