EXECUTIVE SUMMARY

On July 1, 2022 the California Governor's Office of Emergency Services (Cal OES) notified the County of Napa, Office of Emergency Services of the opportunity to participate in the non-competitive FY2022 Emergency Management Performance Grant (EMPG) Program. Cal OES allocates the federal Department of Homeland Security funds administered through the Federal/State's EMPG program for the purpose of supporting comprehensive all-hazards emergency preparedness to protect life and property. These federal funds have been secured by the State and each California county allocation was included in the State's EMPG supplemental guidance announcement. The County Executive Office submitted its application on behalf of the County of Napa Office of Emergency Services, to Cal OES by the December 31, 2022 deadline. Cal OES requires a Board-certified resolution be submitted to finalize the acceptance process.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The FY2022 Emergency Management Performance Grant (EMPG) program plays an important role to implement the National Preparedness System. It supports efforts to assist state, local, tribal, and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. § 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act (42 U.S.C. §§ 5121 et seq.). Title VI of the Stafford Act authorizes Federal Emergency Management Agency (FEMA) to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions.

The State of California’s Governor's Office of Emergency Services (Cal OES), annually allocates and administers federal funds through the State’s EMPG Program for the purpose of improving emergency management capabilities at the state, local and tribal levels. Cal OES has allocated to the Napa County Executive Office/Office of Emergency Services $160,443 in EMPG funds, for the period of July 1, 2022 through June 30, 2024, to strengthen the County’s ability to plan for, prevent, protect from, mitigate against, respond to, and recover from emergencies, disasters, crimes and terrorist events. On October 19, 2022, the County Office of Emergency Services notified the State of Cal OES of its intention to participate in the FY2022 Emergency Management Performance Grant and accept the award amount of $160,443.

The FY2022 EMPG program funds will be used to support the County Executive Office/Office of Emergency Services emergency management capabilities and the projects chosen for funding this year were developed by the Napa County Office of Emergency Services and are based on its assessment and prioritization of the operational need for planning and training. The County Executive Office/Office of Emergency Services FY2022 EMPG expenditure plan is enumerated here:
                     Project A - Emergency Operations Plan Update ($80,221)
                     Project B - Continuity of Operations Plan (COOP)- ($80,222)
The grant terms require the County to purchase the equipment and services prior to receiving reimbursement from the EMPG grant funds.
Participation in the EMPG program requires a dollar-for-dollar match (cash or third-party in-kind contributions), and it is a reimbursement grant, which requires the County to purchase services and equipment prior to receiving reimbursement from the EMPG grant funds. Napa County’s award and therefore match requirement is $160,443. The County Executive Office/Office of Emergency Services intends to fulfill the match obligation by using the following FY2022 general fund funded emergency preparedness related expenditures:
• Emergency Preparedness Volunteer Coordinator Contract Fee
• Public Awareness/Emergency Notification Local Vendor Contract Fee
• Office of Emergency Services Satellite Telephones Services Fee
• Office of Emergency Services Alert and Warning Vendor Fee
• Fire Mitigation Efforts Contract

The County of Napa Office of Emergency Services manages and coordinates the program projects. The Risk/ Emergency Services Manager may initiate reallocation of certain expenses to meet the needs of the specific projects. The County of Napa Office of Emergency Services will, as required by 2 CFR 200.313(d), physical inventory equipment purchased with FY2022 EMPG funds every two years and maintain appropriate inventory records.

Staff requests approval of and authorization for the Risk/Emergency Services Manager to execute reimbursement claims and subsequent documentation that may be required following approval of the FY2022 EMPG grant application, including executing the agreement and any subsequent amendments, modifications which are within budgeted appropriations.
