EXECUTIVE SUMMARY
Kevin Pool, applicant of the non-profit organization, the Kaiser Permanente Napa Valley Marathon, Inc., has requested a temporary closure of portions of Atlas Peak Road, Monticello Road, Silverado Trail and Hardman Avenue for the WineShine Half Marathon and 3.9 Mile scheduled for Saturday, July 16, 2022 from 7:00 A.M. to 10:30 A.M.

ENVIRONMENTAL DETERMINATION: Approval of the project is a ministerial action which is exempt from CEQA (14 CCR 15268; Friends of Sierra Madre v. City of Sierra Madre (2001) 25 Cal. 4th 165).

BACKGROUND AND DISCUSSION
The Wineshine Half Marathon and 3.9 Mile run is a new event organized by Kevin Pool and the non-profit organization, Kaiser Permanente Napa Valley Marathon, Inc., scheduled to take place on Saturday, July 16, 2022. The half marathon course begins at the Silverado Resort and runs left on Atlas Peak Road, right on Monticello Road (SR 121), right on Silverado Trail, and continues north on Silverado Trail for 10 miles to the turn-around point at Wapoo Hill Road/Stag's Leap. It then goes south on Silverado Trail, left on Hardman Avenue, right on Atlas Peak Road, then left into Silverado Resort to the finish line.
