EXECUTIVE SUMMARY

Kevin Pool, applicant of the non-profit organization, the Kaiser Permanente Napa Valley Marathon, Inc., has requested a temporary closure of portions of Atlas Peak Road, Monticello Road, Silverado Trail and Hardman Avenue for the WineShine Half Marathon and 3.9 Mile scheduled for Saturday, July 16, 2022 from 7:00 A.M. to 10:30 A.M.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: Approval of the project is a ministerial action which is exempt from CEQA (14 CCR 15268; Friends of Sierra Madre v. City of Sierra Madre (2001) 25 Cal. 4th 165).

 

BACKGROUND AND DISCUSSION

The Wineshine Half Marathon and 3.9 Mile run is a new event organized by Kevin Pool and the non-profit organization, Kaiser Permanente Napa Valley Marathon, Inc., scheduled to take place on Saturday, July 16, 2022. The half marathon course begins at the Silverado Resort and runs left on Atlas Peak Road, right on Monticello Road (SR 121), right on Silverado Trail, and continues north on Silverado Trail for 10 miles to the turn-around point at Wapoo Hill Road/Stag’s Leap.  It then goes south on Silverado Trail, left on Hardman Avenue, right on Atlas Peak Road, then left into Silverado Resort to the finish line. 
The 3.9 mile course will run a counter-clockwise loop around Silverado Resort on Atlas Peak Road, Hillcrest Drive, Westgate Drive, and Atlas Peak Road back to the Resort. Event organizers have coordinated parking with Silverado Resort at two lots on private property off of Atlas Peak Road.
For public and participant safety, the organizers have requested road closures to facilitate running the 13.1 miles with the least amount of inconvenience to the public. All traffic control and road closures will be under the direction of the California Highway Patrol (CHP). Atlas Peak Road from Westgate to Hillcrest Drive will be closed from 7:00 A.M. - 7:20 A.M. Any southbound traffic coming down Atlas Peak will be detoured onto Westgate/Hillcrest. On Monticello Road (SR 121), runners will use the southbound lane, only.  Southbound traffic will be detoured onto Vichy & Hagan Roads from 7:00 A.M. - 7:40 A.M.  Silverado Trail will be closed between Trancas Street and Yountville Crossroad from approximately 7:15 A.M. - 10:15 A.M.  However, runners will be contained in the northbound lane & bike lane, leaving the southbound lane available for the duration for CHP escorted traffic.  Hardman Avenue will be closed from approximately 8:00 A.M. - 10:30 A.M., but runners will stay in the eastbound lane leaving the westbound lane open for CHP escorted resident access.  Atlas Peak Road between Westgate Drive & Silver Trail will be closed from 8:00 A.M. - 10:30 A.M.  Traffic off of Atlas Peak will again be detoured onto Westgate & Hillcrest Drive.  The southbound lane between Silver Trail & Hardman Avenue will be available for CHP to meter vehicle access.  For the 3.9 mile race, runners will run against traffic in the bike lane/shoulder, leaving Westgate & Hillcrest Drive, and Atlas Peak Road open to vehicles. In the event of an emergency, CHP is present to modify/stop the event as needed to accommodate the particular situation.

There will be four half marathon medical aid stations located roughly 1.5 miles apart and communication will be through the use of cell phones and HAM radio operations at these locations. The medical center, located at the finish area, will be staffed by a minimum of three doctors and nurses, one physical therapist, one medical assistant, plus medical residents.

Special event applications are on file with the Public Works departments in Napa County and with Caltrans. CHP has been contracted to provide traffic control services. An insurance certificate naming Napa County as additional insured is on file.

The following additional conditions are being required by Public Works to ensure adequate notification to the public and to provide a safe environment:

A.                     All traffic control devices and personnel be in conformance with Caltrans’ Traffic Manual;

B.                     All properties having access to Atlas Peak Road, Monticello Road, Silverado Trail and Hardman Avenue being closed shall be notified prior to the event and access shall be provided to them during the event;

C.                     Access shall be provided for emergency vehicles at all times;

D.                     The organizers of the WineShine Half Marathon and 3.9 Mile shall contract with the CHP for traffic control services during the event;

E.                     A certificate of insurance in the amount of $1,000,000 shall be provided to the County naming the County of Napa, its employees, agents, and officers as additional insureds;

F.                     All costs of clean up and repairs to County facilities damaged as a result of this event shall be borne by the organizers of the WineShine Half Marathon and 3.9 Mile; and

G.                     All portable toilets shall be removed from Napa County right-of-way immediately following the conclusion of the event and shall not remain in the right-of-way after sundown.

                     Sierra To The Sea, June 22 - Pope Valley, Angwin area, Silverado Trail - no road closures

                     Rock The Ride, June 25 - Yountville to Rutherford Rd via HWY 29, Silverado Trail, Oak Knoll,
Solano Ave - no road closures

The following special events are scheduled in the six weeks following this event; road closures as noted:

                     Napa to Sonoma Wine Country Half Marathon, July 17 - Duhig Road, SR 121 to county line - closure

                     Tour of Napa Valley, August 21 - Skyline Park through the Avenues to Atlas Peak & Hardman, Silverado Trail to Calistoga - no road closures

                     Crush Challenge, August 27 - Silverado Trail, Yountville Crossroad, Yount Mill Road, Rutherford/128 into Pope & Chiles Valley - no road closures
