EXECUTIVE SUMMARY
The contract for operation of the Authority's Devlin Road Transfer Station, Agreement 07-03 with NROWS has a nominal expiration date of December 31, 2022. However, the contract allows the Authority to exercise options up to four one-year extensions. Approval of a one-year extension will provide continuity of operation though December 31, 2023.

BACKGROUND AND DISCUSSION
Northern Recycling Operations and Waste Services, LLC (NROWS) entered into a contract with the Authority for operation of the Devlin Road Transfer Station in 2007. That contract was subsequently amended in 2010 and again in 2018. The contract has an expiration date of December 31, 2022, and has provisions for up to four one-year extensions at the sole discretion of the Authority.
