EXECUTIVE SUMMARY
On April 20, 2020, the GSA entered into Agreement No. 200362C (later renamed 200362B) with CONCUR, Inc. for specialized services to support facilitation of the Groundwater Sustainability Plan Advisory Committee (GSPAC). The agreement was subsequently amended on June 9, 2020, December 15, 2020 and June 22, 2021 to add scope and budget and extend the term of the agreement to January 31, 2022.

This proposed amendment adds additional tasks to support the formation of the Technical Advisory Group (TAG) to assist with implementation of the Groundwater Sustainability Plan (GSP) and extends the term of the agreement to June 30, 2022. The proposed amendment does not add budget but instead re-allocates unspent monies towards the new tasks for a contract maximum of $439,920.

Given CONCUR's past and current performance providing these specialized services as well as their knowledge and experience of local Napa County issues they remain well suited to assist staff with the formation of the Technical Advisory Group (TAG).
