Director of Planning, Building and Environmental Services requests approval of and authorization for the Chair to sign Amendment No. 4 to Agreement No. 200362B with CONCUR, Inc., to add additional tasks and extend the term of the agreement to June 30, 2022 for a total of $439,920 to support the formation of the Technical Advisory Group (TAG) to assist with implementation of the Groundwater Sustainability Plan (GSP).

EXECUTIVE SUMMARY
On April 20, 2020, the GSA entered into Agreement No. 200362C (later renamed 200362B) with CONCUR, Inc. for specialized services to support facilitation of the Groundwater Sustainability Plan Advisory Committee (GSPAC). The agreement was subsequently amended on June 9, 2020, December 15, 2020 and June 22, 2021 to add scope and budget and extend the term of the agreement to January 31, 2022.
This proposed amendment adds additional tasks to support the formation of the Technical Advisory Group (TAG) to assist with implementation of the Groundwater Sustainability Plan (GSP) and extends the term of the agreement to June 30, 2022. The proposed amendment does not add budget but instead re-allocates unspent monies towards the new tasks for a contract maximum of $439,920.
Given CONCUR’s past and current performance providing these specialized services as well as their knowledge and experience of local Napa County issues they remain well suited to assist staff with the formation of the Technical Advisory Group (TAG).

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
In September 2014, the Sustainable Groundwater Management Act (SGMA) was signed into law. SGMA provides a framework for long-term sustainable groundwater management across California. It requires that local authorities in medium- and high-priority groundwater basins form a locally-controlled and governed Groundwater Sustainability Agency (GSA), to prepare and implement a Groundwater Sustainability Plan (GSP). GSP’s are detailed road maps for how groundwater basins will reach and/or maintain long term sustainability. GSPs for the remaining high- and medium-priority basins in California were due to the (DWR) by January 31, 2022. As part of their SGMA 2019 Basin Prioritization, DWR designated the Napa Valley Groundwater Subbasin as a high-priority basin due to the local reliance on groundwater resources. The GSA submitted the completed GSP to DWR on January 31, 2022.
