County Executive Officer and Risk and Emergency Services Manager request approval of a Budget Transfer increasing appropriations in the Emergency Services Grants subdivision budget by $270,441 with offsetting revenues from federally funded grants re-budgeted from FY2020-21:

1. Fiscal Year 2019 Homeland Security Grant Program (HSGP) funds in the amount of $75,701 for the purchase of tablets for use by section command staff in the Emergency Operations Center (EOC) and the field to support COVID-19 response, disaster mental health triage and incident management equipment, and grant administration.

EXECUTIVE SUMMARY
Since the following grants cross the County's fiscal years, this accounting transaction needs to occur to ensure the funds are appropriated in FY21-22.

The Board previously approved acceptance of the federally funded FY2019 Homeland Security Grant Program (HSGP) for the period of September 1, 2019 - May 31, 2022; FY2020 Emergency Management Performance Grant (EMPG) for the period of July 1, 2020 - June 30, 2022; and FY2020 Urban Area Security Initiative (UASI) for the period of November 1, 2020 - March 31, 2022. This item increases expenditures in the Emergency Services Grants subdivision in the amount of $270,441.
