County Executive Officer and Risk and Emergency Services Manager request approval of a Budget Transfer increasing appropriations in the Emergency Services Grants subdivision budget by $270,441 with offsetting revenues from federally funded grants re-budgeted from FY2020-21:

1. Fiscal Year 2019 Homeland Security Grant Program (HSGP) funds in the amount of $75,701 for the purchase of tablets for use by section command staff in the Emergency Operations Center (EOC) and the field to support COVID-19 response, disaster mental health triage and incident management equipment, and grant administration.

2. Fiscal Year 2020 Emergency Management Performance Grant (EMPG) funds in the amount of $152,740 for the purchase of emergency management technology enhancements, grant management, language access plan, and emergency preparedness communication tools.

3. Fiscal Year 2020 Urban Area Security Initiative (UASI) funds in the amount of $42,000 for the purchase of tablet computers and wiring for County Fire Department vehicles.

EXECUTIVE SUMMARY

Since the following grants cross the County’s fiscal years, this accounting transaction needs to occur to ensure the funds are appropriated in FY21-22.

The Board previously approved acceptance of the federally funded FY2019 Homeland Security Grant Program (HSGP) for the period of September 1, 2019 - May 31, 2022; FY2020 Emergency Management Performance Grant (EMPG) for the period of July 1, 2020 - June 30, 2022; and FY2020 Urban Area Security Initiative (UASI) for the period of November 1, 2020 - March 31, 2022. This item increases expenditures in the Emergency Services Grants subdivision in the amount of $270,441.

Federally funded, 2019 HSGP; 2020 EMPG; 2020 UASI funds will reimburse the grant budget a maximum of $270,441 upon completion of the grant’s performance period.

Discretionary Justification:

The purchase of equipment, training and services associated with the Emergency Operations Center will enable County first responders to better communicate with each other during a disaster or other critical incident and will greatly enhance its ability to coordinate response to catastrophic events.

Future fiscal impact:

Consequences if not approved:

The lack of interoperability would continue to burden first responders and the County’s Emergency Operations Center would not have access to technologies and equipment capable of making smooth coordination of operational resources a reality.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

This item increases expenditures in the Emergency Services Grants sub-division in the amount of $270,441. Of this amount, $75,701 would fund the portion of the FY19 Homeland Security Grant Program (HSGP); $152,740 would fund the portion of the FY20 Emergency Management Performance Grant (EMPG); and $42,000 would fund the portion of FY20 Urban Area Security Initiative (UASI) grants carried over from Fiscal Year 2021-2022. These funds are allocated for the purchase of equipment, services and training for the County’s Emergency Operations Center (EOC).

As required in the State of California Office of Emergency Services (Cal OES) FY2019 HSGP, the proposed expenditure plan was developed in consultation with the Approval Authority Body (“Gang of 5”) composed of the Napa County Sheriff, the County Public Health Officer, the County Fire Chief, the City of Napa Fire Chief and the City of Napa Police Chief. A summary of the plan projects are enumerated here:

- Emergency Management Technology Enhancement: $34,075
- Disaster Mental Health Triage and Incident Management Equipment: $33,860
- Grant Management and Administration: $7,766

Additionally, Cal OES annually allocates and administers federal funds through EMPG and UASI programs for the purpose of improving emergency management capabilities at the state, local, and tribal levels. A summary of the plan projects are enumerated here:

- Emergency Preparedness Communication Tools: $72,830
- Language Access Plan: $72,830
- Grant Management and Administration: $7,080
- Tablets: $42,000

The grant terms require the County to purchase the equipment and services prior to receiving reimbursement from the grant funds. Therefore, approval of the budget adjustment in the amount of $270,441 is requested.
