EXECUTIVE SUMMARY
California Government Code 1031 requires peace officers to be of "good moral character" and free from any "emotional or mental condition which might adversely affect the exercise of powers". In order to comply with the code, Napa County Department of Corrections (Corrections) has contracted with Valley Clinical and Consulting Services for psychological evaluations. Corrections has been satisfied with the service provided and would like to continue utilizing their expertise.

These pre-employment services are currently budgeted in the Department of Corrections and will continue to be budgeted accordingly in future fiscal years.
Consequences if not approved:
If this amendment is not approved, the Department of Corrections will have to seek other vendors to conduct the pre-employment service which is required by the State of California in order to work in a correctional facility.
