Director of Corrections requests approval of and authorization for the Chair to sign Amendment No. 4 Agreement No. 160106B with Valley Clinical & Consulting Services amending the pre-employment evaluation rate to $550 per evaluation through June 30, 2022, and to $600 per evaluation from July 1, 2022 through contract termination date of June 30, 2024.

EXECUTIVE SUMMARY
California Government Code 1031 requires peace officers to be of “good moral character” and free from any “emotional or mental condition which might adversely affect the exercise of powers”. In order to comply with the code, Napa County Department of Corrections (Corrections) has contracted with Valley Clinical and Consulting Services for psychological evaluations. Corrections has been satisfied with the service provided and would like to continue utilizing their expertise.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable
BACKGROUND AND DISCUSSION
Valley Clinical and Consulting Services has provided Corrections with psychological evaluations of prospective employees since 2016. Amendment No. 4 to Agreement No. 160106B with Valley Clinical and Consulting Services will amend the evaluation cost to $550 per evaluation through June 30, 2022, and to $600 per evaluation from July 1, 2022, through contract termination date of June 30, 2024.
Today’s requested action is for approval of this amendment and will allow Corrections to continue receiving this pre-employment service on an as-needed basis.
