SUBJECT: Sole Source Award to and Approval of an Agreement with St. Francis Electric
RECOMMENDATION

Director of Public Works requests the following actions in order to provide preventative maintenance, repairs, and inspection services for traffic signals, street lights, lighted crosswalks, flashing beacons, radar speed detection signs, safety lighting, and any other lighting equipment on the County owned roadway network:
1. A waiver of competitive bidding requirements and sole source award of a contract with St. Francis Electric, pursuant to Napa County Code Section 2.36.090; and
2. Approval of and authorization for the Chair to sign Agreement No. 220138B with St. Francis Electric, for a maximum of $110,000 per fiscal year for the term of July 1, 2021 - June 30, 2024.

EXECUTIVE SUMMARY
St. Francis Electric is a San Leandro based electric company who specializes in transportation, traffic signals, lighting, specialty projects, underground construction, and 24/7 emergency on-call maintenance for public safety lighting and traffic signals.
Approval of today's requested action will allow a sole source award to and approval of an agreement with St. Francis Electric in order to provide preventative maintenance, repairs, and inspection services for traffic signals, street lights, lighted crosswalks, flashing beacons, radar speed detection signs, safety lighting, and any other lighting equipment on the County owned roadway network.
