EXECUTIVE SUMMARY

St. Francis Electric is a San Leandro based electric company who specializes in transportation, traffic signals, lighting, specialty projects, underground construction, and 24/7 emergency on-call maintenance for public safety lighting and traffic signals.

Approval of today’s requested action will allow a sole source award to and approval of an agreement with St. Francis Electric in order to provide preventative maintenance, repairs, and inspection services for traffic signals, street lights, lighted crosswalks, flashing beacons, radar speed detection signs, safety lighting, and any other lighting equipment on the County owned roadway network.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

On October 12, 2018, the County entered into Agreement No. 190151C with St. Francis Electric in order to provide preventative maintenance, repairs, and inspection services of traffic signals, lighting, and other equipment on County owned roadways. On February 11, 2020, the Board of Supervisors approved Amendment No. 1 to Agreement No. 190151B in order to increase the compensation and expand the scope of services to include preventative maintenance of traffic signals and lighting within County Service Area (CSA) No. 3. Amendment No. 2 to Agreement No. 190151B was subsequently approved by the Board on June 8, 2020, in order to increase the agreement maximum to $109,900. Agreement No. 190151B expired in fiscal year 20/21.

The County Roads Division and CSA No. 3 are now looking to establish a new contract with St. Francis Electric due to their thorough understanding of and previous maintenance, repairs, and inspections services of County traffic signals, street lights, and other lighting equipment. As the previous Contract has expired, putting a new contract in place is important to public safety should a malfunction occur. The longer the County goes without having a Contract in place for maintenance and repairs, the higher the risk of a problem.
