EXECUTIVE SUMMARY
Historically, the City of Napa (City) and County have partnered to address the needs of individuals and families experiencing homelessness across the County. City has funded certain outreach and enforcement activities as well as fifty percent of year-round shelter operation costs for homeless individuals and families. County has funded specialty mental health services for people with a serious mental illness, including outreach and engagement services, alcohol and drug recovery services for vulnerable individuals and families, as well as fifty percent of year-round shelter operation costs and one hundred percent of winter shelter operation costs.
This new Agreement rescinds and replaces Cooperative Joint Powers Homeless Services Agreement (Contract No. 180225B) to set forth necessary cooperative procedures and protocols for the administration and operation of cooperative homeless outreach and housing systems, to set forth the respective obligations and payment responsibilities of the Parties, to provide for a reimbursement of costs from City to County for a portion of the cost of services already contracted for by the County, and to provide for mutual cooperation in the administration and implementation of cooperative efforts to address homelessness within the City and County.
