EXECUTIVE SUMMARY

Historically, the City of Napa (City) and County have partnered to address the needs of individuals and families experiencing homelessness across the County. City has funded certain outreach and enforcement activities as well as fifty percent of year-round shelter operation costs for homeless individuals and families. County has funded specialty mental health services for people with a serious mental illness, including outreach and engagement services, alcohol and drug recovery services for vulnerable individuals and families, as well as fifty percent of year-round shelter operation costs and one hundred percent of winter shelter operation costs.
This new Agreement rescinds and replaces Cooperative Joint Powers Homeless Services Agreement (Contract No. 180225B) to set forth necessary cooperative procedures and protocols for the administration and operation of cooperative homeless outreach and housing systems, to set forth the respective obligations and payment responsibilities of the Parties, to provide for a reimbursement of costs from City to County for a portion of the cost of services already contracted for by the County, and to provide for mutual cooperation in the administration and implementation of cooperative efforts to address homelessness within the City and County. Under this Agreement the City shall pay County an amount not to exceed $765,000 in Fiscal Year 2022-2023 as reimbursement for 50% of the cost of shared shelter operations and services not otherwise covered by grant or assigned funding source.

Discretionary Justification:

This action is discretionary in that there is no mandate to contract with the City of Napa for revenue sharing. In doing so, the County of Napa can leverage resources to address homelessness and housing.

If this contract is not approved, Napa County will be unable to accept needed revenues from the City of Napa for Shelter and Housing Program operations.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

Historically, the City of Napa (City) and County of Napa (County) have partnered to address the needs of individuals and families experiencing homelessness across the County. City has funded outreach activities as well as fifty percent of year-round emergency shelter operation costs. County has funded specialty mental health services for individuals with a serious mental illness, including outreach and engagement services, alcohol and drug recovery services for vulnerable individuals and families, as well as fifty percent of year-round emergency shelter operation costs and one hundred percent of seasonal winter shelter operation costs.
In 2016, City and County expanded their efforts to address homelessness and increase supportive housing. These efforts have led to joint initiatives to gather stakeholder feedback, the establishment of comprehensive homeless systems analysis, and the development of data-driven recommendations for new, innovative change strategies for the City and County’s homeless housing and services system. Ensuring the experience of homelessness in Napa is rare, brief and non-recurring is a priority that cannot be achieved without full participation by both jurisdictions as well as other key stakeholders.
The City and County wish to continue their historical partnership to jointly lead efforts to reduce and eliminate homelessness to the greatest extent possible, and to act as partners in developing and implementing homeless-response system policy changes and efforts to transform and restructure the management of outreach, intake, facilities and placements of individuals and families in Napa County experiencing homelessness.  The Cooperative Joint Powers Homeless Services Agreement memorializes the following shared priorities:
1. Diversion
2. Street Outreach
3. Housing Navigation
4. Shelter Operations
5. Tenancy Care
