BACKGROUND
On March 26, 2024, the Board of Supervisors introduced an ordinance granting additional authority to the Director of Human Resources to provide administrative leaves of absence with pay. At the conclusion of public comment, the Board voted its intent to adopt the proposed ordinance. This consent calendar item requests that the Board take final action adopting the ordinance.

The ordinance proposes to amend Napa County Code 2.100.235 to increase the amount of time the Human Resources Director can grant employees paid leaves of absence. This section is typically used when employees are involved in matters requiring an investigation. Currently, employees may be placed on an administrative leave of absence with pay for up to three workdays by the Department Head with approval from the Human Resources Division and 20 additional workdays may be granted by the Department Head with the approval of the County Executive Officer for a total of 23 workdays. Further extensions require Board approval.

This request allows for employees to be placed on an administrative leave of absence with pay for up to three workdays, with authority given to the Director of Human Resources to grant an additional 60 days leave of absence.
