EXECUTIVE SUMMARY
On September 13, 2022, the Board of Supervisors directed staff to conduct a Farmworker Housing Needs Assessment ("Assessment"). The purpose of the Assessment is to collect the necessary data to inform future discussion and planning of farmworker housing. Today's discussion provides the Commission with an update on the Assessment planning and execution.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION
On September 13, 2022, the Board of Supervisors directed staff to conduct a Farmworker Housing Needs Assessment ("Assessment"). The purpose of the Assessment is to collect the necessary data to inform future discussion and planning about farmworker housing and community-based support service's needs.
Phase 1 of the Assessment included surveys of over 550+, which completed in December 2023.
Phase 2 includes Key Informant Interviews with 20+ employers and social service providers supporting farmworkers in Napa County, and potentially a second round of surveys and/or focus groups with farmworkers in the early Spring of 2024. This phase is expected to conclude in early March 2024.
Phase 3 includes Analysis and Report Writing. This phase is expected to conclude in June of 2024 with a completed report.
The Assessment has a Steering Committee Advisory made up of key Industry employers, service providers and housing experts.
The Executive Director of Housing Authority will provide a further update to the Commissioners on the Assessment.
