BACKGROUND
Resolution 2023-117, adopted on September 12, 2023, authorized the Napa County Airport to acquire surplus property through State and Federal General Services Administration (GSA) programs when surplus equipment and materials become available that assist with airport operations and maintenance.

The General Services Administration (GSA) program is overseen by the California Department of General Services (DGS). Airport staff requested a Teupen 18GT Hybrid Boom lift that is listed as surplus from the Lawerence Berkeley National Laboratory in Berkley, California. The Original Acquisition Cost for the boom lift was $112,400. A Service and Handling Fee of 10% of the total acquisition cost of $11,240 must be paid to DGS to obtain the equipment.

The Teupen 18GT Boom lift is in like new condition, hybrid electric/diesel fuel type, with off-road capabilities, and will fit through standard building doorways. This 60 ft Boom lift is ideal for interior and exterior airport facilities and will save the Airport Enterprise Fund approximately $12,000 in rental costs annually.
