EXECUTIVE SUMMARY
The Budget Subcommittee of the Housing Commission has finalized the recommended budget for Fiscal Year 2024-2025, which forms the basis for the Engineer's Report for CSA No. 4. The recommended budget includes $250,000 in Joe Serna Funding from the State, a $1.00 increase to lodger nightly rents, and a $1.00 increase to the per acre CSA No.4 assessment.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION
In 2002, the Board of Supervisors established County Service Area No.4 (CSA No.4) to provide funding for farmworker housing programs. In 2017, owners of parcels of real property containing one or more acres of planted vineyards approved an increase in the annual assessment not to exceed fifteen dollars ($15.00) per acre per year to provide such funding. The duration of each assessment renewal is five years, as provided in Government Code section 25213.2. The present five-year period was reauthorized in 2022 and expires in 2027.
The annual assessment rate per planted vineyard acre may not exceed the current cap of $15.00. For every $1.00 increase in the assessment rate per planted vineyard acre, there must be a corresponding $1.00 increase to the nightly lodger rent rate.
