Request: Airport Land Use Commission (the Commission) staff request for an amendment to the Napa County Airport Land Use Compatibility Plan (ALUCP) to include a site-specific text amendment of Policy 3.4.2 and Table 3-2, to recognize the compatibility of multi-family residential development within Zone D on a single parcel. The proposed amendments (Exhibit B) would incorporate language that reflects site-specific conditions on the property, designated with Assessor’s Parcel Number (APN) 058-380-008, demonstrating a low potential for flight hazard, overflight, noise, and safety issues at this location. The amendment is specific to the conditions at this particular site and would not apply to other parcels located within Zone D, nor would the amendment affect Zones A, B, or C, in which residential uses would continue to be deemed inconsistent with the ALUCP.
