BACKGROUND
Taxiway K pavement has not been rehabilitated since it was originally constructed in 1986 and is one of the most used taxiways in our system, and is given a pavement classification of "very poor", with a Pavement Condition Index (PCI) of 28. Construction of Taxiway K is programmed by the FAA for a grant in Federal Fiscal Year 2024 (Napa County FY 24-25). To prepare for construction, the Airport funded the National Environmental Policy Act (NEPA) Categorical Exemption and California Environmental Quality Act (CEQA) reviews as well as project design. These costs will be included in the final grant application for reimbursement, in addition to the construction costs.
On June 27, 2023, the Board of Supervisors (Board) approved creation of Taxiway K and Runway 19R Runup Apron Project, approved appropriations in the amount of $450,000 for project design and environmental review, and approved Napa County Professional Service Agreement No. 240058B with Mead & Hunt, Inc. for surveying, geotechnical investigation, and design engineering ser...
