BACKGROUND

CAPC operates under the direction of a steering committee, which operates under the direction of the Cope
Family Center Board of Directors. CAPC is authorized by the Napa County Board of Supervisors, under the
authority of the Welfare and Institutions Code Section 18980, Chapter 12.5, the Child Abuse Prevention
Coordinating Council Act. The primary purpose of this act is to coordinate community efforts to prevent and
respond to child abuse. The mission of CAPC is to establish an effective, cooperative, and coordinated response
to end child abuse. One of its objectives is to educate, inform, and recommend child abuse prevention, and
child and family-friendly policies to the Board of Supervisors.
