BACKGROUND
The California Interagency Council on Homelessness (CalICH) announced the availability of Homeless Housing, Assistance and Prevention Program round 5 (HHAP-5) grant funding on September 29, 2023. HHAP-5 is a $1 billion grant program authorized by Section 17 of AB 129, which was signed into law by Governor Newsom on July 10, 2023. The purpose of HHAP funding is to organize and deploy the full array of homelessness programs and resources comprehensively and effectively and to sustain existing federal, state, and local investments toward long-term sustainability of housing and supportive services. CalICH has previously made four (4) rounds of block grant funding available Statewide for the HHAP program. Each funding round is made available to Counties and local Continuums of Care (CoC) by a non-competitive formula allocation.
HHAP-1 was a $650 million grant program that provided local jurisdictions with funds to support regional coordination and expand or develop local capacity to address their immediate homelessness challenges. Napa County received $851,411.
HHAP-2 was a $300 million grant program that provided support to local jurisdictions to continue to build on regional collaboration development through previous of HHAP funding, and to develop a unified regional response to homelessness. Napa County received $410,645.
