BACKGROUND
In order to provide for the continuous safety of aircraft operations at the Napa County Airport, Airport management worked closely with the Federal Aviation Administration (FAA) to identify several runway and taxiway maintenance tasks that are necessary over the next five to ten years and are Airport Improvement Program (AIP) eligible. The next programmed project in this effort involves the reconstruction of failing pavement on Taxiway K as well as expansion of an aircraft run-up area that has been deemed by the FAA to be undersized for the classification of aircraft using the airport.

Taxiway K pavement has not been rehabilitated since it was originally constructed in 1986, is one of the most used taxiways in our system, and has been given a pavement classification of "very poor," with a Pavement Condition Index (PCI) of 28. The Taxiway K connector to Runway 19R was rehabilitated as a part of the Runway Rehabilitation project in 2019. Construction of Taxiway K is programmed by the FAA for a grant in Federal Fiscal Year 2024 (Napa County FY 24-25). To prepare for construction, the Airport funded the National Environmental Policy Act (NEPA) Categorical Exemption and California Environmental Quality Act (CEQA) reviews as well as project design.
