EXECUTIVE SUMMARY

On June 22, 2021 the Board of Supervisors directed establishment of an advisory committee to conduct public participation meetings and provide comments on the Sixth Cycle (2023-2031) Housing Element Update.  The Napa County Housing Element Advisory Committee (HEAC) will consist of up to thirteen (13) members of the community representing in the following areas:

Five (5) at-large members (1 appointee per Board member)
Two (2) members of the Planning Commission;
One (1) member of the Commission on Aging;
One (1) members of the Housing Commission;
One (1) accessory dwelling unit or farmworker representative;
One (1) residential developer;
One (1) affordable housing developer;
One (1) representative for the homeless.

The application process opened on July 28, 2021 and has remained open.  As of the printing of this staff report, twelve (12) applications have been received. Copies of each application are on file with the Clerk of the Board and attached.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

In June 2021, the Board directed staff to open recruitment for a 13-member community committee to advise on the Housing Element Update. To date, only twelve (12) applications have been received. Presently, no applicants from a residential developer or a resident of District 4 have been received.  HEAC meetings are anticipated to commence in early October.  Therefore, staff recommends that the Board fill seats from the current applicant pool so that the HEAC’s work may commence, and given that at least one seat will likely remain vacant, the application window can be left open to allow additional appointments in the future.

Given the limited number of applicants, and the eligibility of several applicants to be selected as either subject matter representative or at-large position, it is recommended that the Board first select the representatives from Commissions, followed by subject matters positions, and concluding with the five at-large members.  As an advisory committee, the Board is not required to fill all positions and may direct staff to move forward with a modified committee format if a smaller HEAC is desired.

In July and August, the Planning Commission, Housing Commission, and Commission on Aging recommended the following members of their respective commissions serve on the HEAC:

Planning Commission (two seats):  Commissioner Megan Dameron, Commissioner Joelle Gallagher, and Commissioner Anne Cottrell as an alternate member (only two Planning Commissioners would be present or participate in any given HEAC meeting).  Commissioners expressed interest in sharing the workload and thus recommended appointment of an alternate.

Commission on Aging (one seat):  Commissioner Heather Stanton

Housing Commission (one seat):  Commissioner Keri Akemi-Hernandez as the Housing Commission’s representative, and Commissioner Mike Swanton recommended for ADU/Farmworker or at-large appointment

At-large applicants (five seats):  It is requested Board members each select one applicant.  The District of residency for each applicant is listed, but Board members are not required to select an applicant from their respective District.  Applicants noted with asterisks (**) also applied for subject matter representative positions listed further below:

It is anticipated that the HEAC will meet a minimum six times starting in October and going into the summer of 2022. The HEAC will cease to exist upon completion of the Housing Element Update or on December 31, 2022, whichever occurs first. Applications are available for review with the Clerk of the Board and are attached to this board letter.
