ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION
On October 19, 2020, the Upper Valley Waste Management Agency (UVA), a Joint Powers Agency (JPA) of which the County is a member, agreed to an updated and restated franchise agreement with the contracted waste hauler, Upper Valley Disposal Service (UVDS).
