District Manager requests the Board of Trustees conduct a public hearing for the first reading and intent to adopt an ordinance to provide informal bidding procedures under the Uniform Public Construction Cost Accounting Act (Section 22000, et. seq.of the Public Contract Code).

EXECUTIVE SUMMARY
On April 17, 2012, the Napa County Board of Supervisors adopted the Uniform Public Construction Cost Accounting Act ("UPCCAA"), (the "Act" or "UPCCAA"), (Public Contract Code section 22000), which allows for simplified, alternative procedures for bidding and awarding public construction projects in certain circumstances. Implementation of UPCCAA for the District is expected to save money and staff resources and will also allow for a greater possibility of local construction firms to be awarded business.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The Monticello Community Services District (MPCD) has a limited budget and faces a number of projects in the near future, including drainage installation projects that are needed as a foundation to support long-term erosion control (the cemetery was built on a sharp slope) on the northern border, and top soil placement and re-seeding for a stable, healthy lawn throughout the cemetery. The RFP process necessitates many staff hours and puts an undue strain on the MPCD engineering services budget line item.
The UPCCAA alternative bidding procedures have saved Napa County departments and divisions significant time and money on the delivery of smaller public construction projects. The Act has:
• Allowed informal bidding for projects costing less than $60,000;
• Allowed property management staff to deliver through their own forces, purchase order, or negotiated
contract more routine public works projects costing less than $60,000;
• Sped up the award process;
• Expedited project delivery;
• Reduced the time, effort, and expense associated with bidding projects, and;
• Simplified administration for those projects.
On June 16, 2021, the MPCD Advisory Committee voted unanimously to recommend adoption of the UPCCAA.
