EXECUTIVE SUMMARY
Approval of the Federal Apportionment Exchange Program and State Match Program Agreement with the State of California Department of Transportation authorizes the State to exchange $237,648 of Federal Regional Surface Transportation Program (RSTP) funds for non-federal State Highway Account funds. Additionally, the State will allocate $100,000 of State Matching Funds for a total of $337,648 into the County Roads Fund. This exchange and match program has been in effect for many years and the revenue is an anticipated component of the annual Roads budget. Action requesting this exchange is typically taken in the fourth quarter of the State's and County's fiscal year given this is the time the State provides the authorization and forms to move forward with this request. This program provides maximum flexibility to use this funding for any transportation purpose similar to the use of gas tax revenue. This item is consistent with the Strategic Plan goal to strengthen effective, efficient, and fiscally responsible County operations. Furthermore, this item supports the goal to improve and maintain the existing transportation and roads system to safely accommodate all users.
