EXECUTIVE SUMMARY
Today’s recommended action is to approve Amendment No. 1 to Agreement No. 230188B with NEWS, increasing the contract maximum by $7,350 to a new maximum of $67,350. The agreement is fully grant funded, from the Kaiser Foundation Hospitals, Northern California Region, community benefit fund for the Monarch (Family) Justice Center, with no impact to the County General Fund.

The County received a grant from the Kaiser Foundation Hospitals, Northern California Region, community benefit fund to be utilized on the Monarch Justice Center. NEWS was identified as a partner agency, to provide a navigator for client needs assessment and navigate the services available in Napa County for victims of crime. The agreement is fully grant funded, with no impact to the County General Fund. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
For several years, a collaborative effort has been underway between the District Attorney, local community-based service provider organizations, law enforcement, adult protective services, and the Health and Human Services Agency to develop a model for a Family Justice Center. The model would best serve vulnerable victims of crime in Napa County. In 2018, the District Attorney’s office received grant funding of $400,000 from California Office of Emergency Services (Cal-OES), Family Justice Center Program, for an emerging Family Justice Center in Napa County. That was the beginning of the Monarch Justice Center, Napa County’s Family Justice Center. The Monarch Justice Center is located in Aldea Children and Family Services' building on First Street in downtown Napa, which also houses the County's Courage Center Program, a nationally accredited Child Advocacy Center serving child victims of crime and their family members.
The Monarch Justice Center has continued to seek further grant funds to support the victims of crime in Napa County. In January 2022 the Kaiser Foundation Hospitals, Northern California Region, community benefit fund, awarded $100,000 to Napa County District Attorney’s Office for the Monarch Justice Center.
With this grant, NEWS was contracted to provide staff and office operating costs for the Monarch Justice Center.
