Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign Agreement No. 230307B with Department of Health Care Services (DHCS) that governs the requirements of the Medi-Cal/Mental Health Plan (MHP) for the term July 1, 2022 through June 30, 2027.

Approval of today's action will allow the County to enter into an agreement with DHCS assigning Napa County as the Medi-Cal MHP provider.

Future fiscal impact:
This Agreement is effective July 1, 2022 through June 30, 2027. Appropriations have been included in the approved Fiscal Year 2022-2023 budget and future fiscal years will be budgeted accordingly.

Failure to enter into this agreement will prevent HHSA from receiving State and Federal funding.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
This contract continues the DHCS Managed Care Agreement with Napa County Behavioral Health. Under the Medi-Cal managed care system, Napa County is the Medi-Cal "Mental Health Plan" for the County.
