EXECUTIVE SUMMARY

Approval of today’s action allows for the continuation of this multi-year revenue agreement, the term of which is July 1, 2020 through June 30, 2023, while updating the scope of work (Exhibit A) to align with new regulations under CalAIM. No changes have been made to the contract maximum.

Consequences if not approved:

If this Agreement is not approved the terms of Napa County's Substance Use Disorder Services (SUDS) Contract will not be updated and we will be unable to claim Drug Medi-Cal (DMC) service revenue through June 30, 2023.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Department of Health Care Services (DHCS) Drug Medi-Cal Organized Delivery System (DMC-ODS) Intergovernmental Agreement for Substance Abuse Disorder services contract provides State and Federal funding for the substance abuse services delivered by the Napa County Health and Human Services Agency. The DMC-ODS SUDS agreement is a multi-year revenue agreement beginning July 1, 2020, and ending on June 30, 2023, for the DMC-ODS program.  Napa County opted into the Drug Medi-Cal Organized DMC-ODS Waiver pilot project which requires a prescribed continuum of substance use services with a negotiated fee schedule based on estimated and actual program costs that replace the state maximum allowance (SMA). The DMC-ODS Waiver allows Napa County to bill for expanded services that were not previously billable under Drug Medi-Cal. The expanded services include case management, residential treatment, Medication Assisted Treatment (MAT), Narcotic Treatment Program (NTP) services, withdrawal management, physician consultation, more frequent individual treatment sessions, and recovery services.
This Amendment modifies the scope of work for substance use disorder services through June 30, 2023, to align with new regulations under CalAIM.  These modifications include improved integration with physical health care, policies to improve access to SUDS and support of administrative integration of mental health and substance use disorder treatment.
The CalAIM initiative is a long-term commitment to transform and strengthen Medi-Cal to offer a more equitable, coordinated and person-centered approach to support Californians’ ability to stay healthy in all areas of life. Physical, behavioral, developmental, dental, and long-term care are the health care needs to be addressed by CalAIM, with the goal of extending services beyond hospitals and health care settings directly into California communities. The changes in substance use services, as reflected in this Amendment, is one portion of the CalAIM transformation.
