EXECUTIVE SUMMARY

Approval of today’s action will enable the County to claim CMAA provided by HHSA’s Public Health and Alcohol and Drug Services Divisions and our community providers.

Discretionary Justification:

There is no mandate to accept CMAA funding, however, acceptance will allow improvement to the availability and accessibility of Medi-Cal services to all eligible, and potentially, eligible individuals in Napa County.

Is the general fund affected?

Future fiscal impact:

Appropriations have been included in the approved Fiscal Year 2022-2023 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

HHSA will not have an agreement in place with DHCS to receive CMAA revenue for allowable activities under the Medi-Cal Program.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

CMAA is the proper and efficient administration of the Medi-Cal State Plan. The Medi-Cal State Plan identifies DHCS as the single state agency responsible for administering the federal Medicaid program (Medi-Cal in California) and lays out the eligibility criteria for beneficiaries and the services that can be provided. CMAA, also provided for in the state plan and implemented through the 1995 Medi-Cal Administrative Claiming (MAC) agreement, are the activities that support the overall Medi-Cal system, such as connecting potentially eligible individuals and families to eligibility and services, planning related to system capacity, and contract administration.

The purpose of this Participation Agreement between DHCS and the County of Napa is to permit the Local Governmental Agency (LGA) to participate in the CMAA program under California’s Medi-Cal program.

The LGA, or the designated entity responsible for administering CMAA locally, is HHSA. HHSA must have an agreement with DHCS in order to participate in CMAA. This agreement sets forth the CMAA activities that HHSA will perform on behalf of DHCS and provides federal funding that can be claimed over the term of the agreement for these activities.

Upon the execution of this Participation Agreement, both LGA and DHCS agree to abandon and terminate the current state contract 22-20016 (Napa County Agreement No. 170806B) and replace it with this Napa County Agreement No. 230296B.

HHSA staff received the proposed agreement from DHCS in December 2022.
