     1.     Real-time allotment in the amount of $15,122, for the Fiscal Year 2022-2023, for Tuberculosis Control Local Assistance Funds (Agreement No. 230306B); and
     2.     Allotment in the amount of $4,418, for the term January 1, 2023 through June 30, 2023 for a supplement to support tuberculosis prevention and control activities (Agreement No. 230305B).

EXECUTIVE SUMMARY

Approval of today’s action allows for the County to accept the following awards from CDPH TBCB:
     1.     A real-time allotment in the amount of $15,122, for normal TB prevention and control activities. The County previously accepted an initial allotment in the amount of $6,935, so this revised installment brings the total to $22,057 for Fiscal Year 2022-2023; and
    2.     An additional allotment in the amount of $4,418 to support activities related to screening, evaluation, and treatment of latent TB infection (LTBI) and TB disease, including laboratory services. This allotment must be used between January 1, 2023 and June 30, 2023.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Acceptance of Award Agreement No. 230306B
CDPH TBCB has awarded HHSA’s Public Health division an additional allotment of $15,122 to add to the initial allotment of $6,935 that was processed earlier this year. The allotment is comprised of $6,532 State funds and $8,590 Federal funds. This brings the total allotment to date for Fiscal Year 2022-2023 to $22,057; State funds total $9,801 and Federal funds total $12,256.
The additional Real-Time Allotment of $15,122 is for local control of TB disease. This additional allotment is based upon the number of TB cases reported between June 1, 2022 through October 31, 2022 and the number of completed B1-notification evaluations reported between November 1, 2022 and December 31, 2022 for immigrants arriving in our jurisdiction with a TB B-1 classification. This allotment can be used for allowable expenditures such as food, shelter, incentives and enablers (FSIE) for TB patients, contacts to TB patients and patients suspected of having TB, personnel, supplies, training, etc. To comply with federal restrictions on fund use, reimbursement of medication expenditures is limited to the state fund portion of the award.

Acceptance of Award Agreement No. 230305B
CDPH TBCB has awarded HHSA’s Public Health division $4,418 of federal funds to support TB prevention and control activities, as part of the Uniting for Ukraine (U4U) program. The funding period is January 1, 2023 through June 30,2023.
U4U, is a federal program which provides a safe and orderly process for displaced Ukrainians who have been impacted by Russia’s invasion of Ukraine to come to the United States. In support of U4U, the Centers for Disease Control and Prevention (CDC) has created a supplement to the Tuberculosis Elimination and Laboratory Cooperative Agreement. CDC will award supplemental funding to state, local, and territorial project areas to support activities related to screening, evaluation, and treatment of LTBI and TB disease, including laboratory services.
The U4U allocation funding formula is 100% based on anticipated location of Ukrainian arrivers based on sponsorship locations as of November 4, 2022.
U4U supplemental funds may be used for: salaries and benefits for staff conducting TB prevention control and elimination activities; food, shelter, incentives and enablers (FSIE) for TB patients and their contacts; TB-related travel; TB-related supplies (excluding equipment); and anti-TB medications. Unspent U4U funds may be used for TB prevention and control activities that are not part of the U4U program.
