Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign Revenue Agreement No. 230304B with the California Department of Public Health (CDPH) in the amount of $2,242,914 for the term July 1, 2022 through June 30, 2027, for public health preparedness activities.

EXECUTIVE SUMMARY
Approval of today’s action will enable the County to enter into a five-year Public Health Emergency Preparedness (PHEP) revenue agreement with CDPH in order to improve and enhance our local health jurisdiction’s preparedness for and response to all hazards, bioterrorism, outbreaks of infectious diseases and other public health threats and emergencies.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
CDPH provides local health jurisdictions with funding for the PHEP Program, the Assistant Secretary for Preparedness and Response (ASPR) Hospital Preparedness Program (HPP), and State General Fund (SGF) Pandemic Influenza (Pan Flu) to develop and maintain preparedness for pandemic influenza and public health emergencies and to enable health care facilities within counties to develop and maintain disaster preparedness.
The purpose of these funds is to improve and enhance our local health jurisdiction’s preparedness for and response to all hazards, bioterrorism, outbreaks of infectious diseases and other public health threats and emergencies.
These funds are passed through to local health jurisdictions via this comprehensive agreement over a five-year period, with an equal allocation to each of the five fiscal years.
