EXECUTIVE SUMMARY

On April 6, 2021, the Board of Supervisors approved agreement 210324B with GHD for $300,000 per fiscal year to provide for on-call civil engineering, geotechnical engineering, structural engineering, materials testing, cultural resource and survey and other services relevant to completing local road projects in a request for qualifications process. In fiscal year 2022-2023, County staff issued task orders to survey Skyline Park, design the 2022 Bridge Repair Project, and other projects that total almost $300,000. County staff are requesting approval to amend the agreement to increase the maximum by $300,000 to design the 2023 Bridge Repair Project and other projects.

County staff will charge consultant expenses to the project budgets, such as Fund 2040, Org 2040500 and Project 23020 for the 2023 Bridge Repair Project.

Discretionary Justification:

GHD staff successfully designed the 2022 Bridge Repair Project and understands County requirements. It would be cost effective and more efficient to issue a task order to GHD than hiring a different consultant.

Future fiscal impact:

After GHD completes their services, there will not be any future fiscal impact. After the County constructs projects, there will be ongoing maintenance costs.

Consequences if not approved:

County staff will hire a different on-call consultant or send another request for qualifications to find another consultant, which could delay the construction.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Department of Public Works is responsible for delivering a variety of different types of roadway related projects and has hired consultants for decades, especially after declared disasters. Some of these projects, which can be as simple as a culvert crossing, still may require surveying, geotechnical, hydraulic and civil engineering work. In addition to the technical needs, there is often also a need to comply with historic, archaeological and other environmental requirements, such as with Federal Highway Administration funded bridge projects. While the Department does have some of these in house capabilities, they aren't exhaustive enough to deliver many projects, and internal resources are often too limited for this type of project delivery method. Because of the limited term and budget of the on-call consultant agreements, County staff ask the Board to approved consultant services to supplement internal resources on work completed in house or provide complete designs where appropriate.

On October 7, 2019, staff released a Request for Qualifications (RFQ) for the Airport Boulevard and on-call engineering and other services relevant to completing state and locally funded road related projects. County staff selected GHD as the most qualified team for the particular project types. On January 17, 2020, the Board of Supervisors awarded a professional service agreement to GHD specifically for the Airport Blvd. Paving Project.  

On April 6, 2021, the Board of Supervisors approved agreement 210324B with GHD for $300,000 per fiscal year to provide for on-call civil engineering, geotechnical engineering, structural engineering, materials testing, cultural resource and survey and other services relevant to completing local road and bridge projects. In fiscal year 2022-2023, County staff issued task orders to survey Skyline Park, design the 2022 Bridge Repair Project, inspect the 3435 Redwood Road Slide Abatement Project, and other projects that total almost $300,000. County staff are requesting approval to amend the agreement to increase the maximum by $300,000 to design the 2023 Bridge Repair Project and other projects. Approval of this amendment with GHD will provide needed expertise for the delivery of locally funded road projects, such as the 2023 Bridge Repair Project.
