EXECUTIVE SUMMARY

There are currently three vacancies on the Napa County Housing Commission. The County Executive Office advertised the openings and received one new application from Judith Myers.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

On August 11, 2015 the Napa County Board of Supervisors adopted Resolution No. 2015-106 amending the Bylaws of the Napa County Housing Commission reorganizing the membership of the commission from eleven members to eight members comprising six (6) Housing Commissioners and two (2) Tenant Commissioners. On August 25, 2015 Ordinance No. 1402 amended Chapter 2.102 of the Napa County Code reorganizing the composition and expanding the duties of the Napa County Housing Commission.

The Napa County Housing Commission (NCHC) was established by Ordinance No. 1289 of the Board of Supervisors of Napa County on April 24, 2007, pursuant to Article 3.5 of Chapter 1 of Part 2 of Division 24 (commencing with section 34200) of the California Health and Safety Code.  Additional changes were made to the NCHC by Ordinance No. 1313. The Napa County Housing Commission was formed in April 2007 after the dissolution of the Napa County Farmworker Housing Oversight Committee and Farmworker Housing Advisory Committee CSA #4 dissolved effective July 1, 2007. The function of the Commission is to review and make recommendations on all matters to come before the Napa County Housing Authority (NCHA), prior to any NCHA action and to the Board of Supervisors for projects that utilize Affordable Housing Funds. The purpose of the NCHC is to advise and make recommendations including:

                     operation and management of farmworker housing centers operated by the Authority;

                     allocation of the proceeds of the annual assessment established for County Service Area #4 and ensuring proceeds are audited every two years

                     expansion of existing farmworker housing centers or the creation of new centers; and

                     advise the Board on appropriate use of housing funds for affordable housing development projects.

The membership composition of the Commission shall have the following qualifications:

                     One member shall be a representative of the Napa Valley Farm Bureau

                     One member shall be a representative of the Napa Valley Grapegrowers

                     One member shall be a representative of the Napa Valley Vintners

                     One member shall be an affordable housing developer

                     One member from the public who is in real estate or a real estate developer

                     One member from the public interested and/or experienced in affordable housing or farmworker housing

Two members who are tenants of a NCHC facility.

Staff requests the appointment of Judith Myers to the Napa County Housing Commission to represent Affordable Housing Developer.
