EXECUTIVE SUMMARY

Attached is a list of the committees, commissions, and advisory boards on which members of the Board of Supervisors serve. The list is sorted geographically to identify the service areas.

A few appointments have terms that extend beyond 2023 and a few will occur at other times of the year.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

In March 2012, the California Fair Political Practices Commission (FPPC) amended Regulation 18705.5 creating a limited exception to allow public officials to vote on their appointment as representatives of the entity to other paid public boards. The FPPC also required the use of Form 806 (Agency Report of Public Official Appointment) for public agencies to identify these appointments. Since July 2012, Form 806 has been used to report additional compensation received by elected officials in the form of stipends for meetings attended when appointing themselves to positions on committees, committees or boards for public agencies, special districts, or joint powers agencies or authorities. This Form 806 is posted on the Napa County website and is regularly updated.

Attached is a report providing the purpose of each committee, commission, and advisory board for which a Supervisor(s) represents the County and a spreadsheet summarizing key data for each.

Terms of previous appointments that have not expired or vacated include Association of Bay Area Governments (scheduled for appointment in June), Napa County Mental Health Board, Napa Valley Tourism Improvement District, and Watershed Information and Conservation Council. Appointments that will be scheduled for a future 2023 meeting include Metropolitan Transportation Commission and Napa Valley Transportation Authority in February after the Napa County City Selection Committee meets to vote on three nominations to provide to the Board of Supervisors for one appointment; and Great Wine Capitals on January 24 to align with the 2022 annual report presentation.

The Independent Hearing Panel on Solid Waste is a component of the Local Enforcement Agency. Upon review, staff recommends the Board discontinue appointments and direct staff to return for action to dissolve.
