RECOMMENDATION

Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign the following agreements, for a term upon approval through June 30, 2025, to provide On-the Job Training (OJT) opportunities to trainees:
1. Agreement No. 230218B with On the Move, Inc., for a contract maximum of $50,000 per fiscal year; and
2. Agreement No. 230220B with The Salvation Army, for a contract maximum of $60,000 per fiscal year.

Approval of today’s actions will enable On the Move and The Salvation Army to provide OJT to participants of Welfare to Work (WTW), Expanded Subsidized Employment (ESE), and CalFresh Employment and Training (CFET) programs.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The OJT program, as provided by HHSA’s SSSD, provides training and employment opportunities to adults and youth who are enrolled in WTW, ESE and/or CFET programs. These programs are designed to help participants reduce significant barriers to self-sufficiency which include trauma, homelessness, substance abuse and mental health issues, and lack of education, health care, financial resources, and familial involvement and support. The goal of these programs is to assist participants with attaining permanent, unsubsidized employment.
Under these agreements, On the Move and The Salvation Army will provide employment and on-the-job training to trainees while HHSA’s SSSD reimburses the employer for 50% of the trainees’ wages. The reimbursement is designed to off-set the costs for employers bringing candidates on board that may not have the desired work experience or appropriate skill set.
