1. Approval of a Budget Adjustment as follows:

a. Increase appropriations in Upper Valley Disposal Franchise Fee budget (Fund 2182, Org 2182000) by $87,429 with use of its fund balance and reclassifying additional $100,000 from various Services & Supplies accounts to Transfer-out account within the budget to transfer to Fleet-Roads Equipment Replacement budget (Fund 4100, Org 4101000) for the purchase of the Tiger WildKat Side Shift Flail Mower factory mounted to a new John Deere 5105M Tractor;

Increasing appropriations in the Fleet-Roads Equipment Replacement budget (Fund 4100, Org 4101000) by $187,429 with offsetting revenues from Upper Valley Disposal Franchise Fee budget (Fund 2182, Org 2182000) and establishment of (1) capital asset in the amount of $187,429 in Equipment Replacement budget for the purchase of the Tiger WildKat Side Shift Flail Mower Mounted to a new John Deere 5105M Tractor;

2. Declare two (2) 2009 Broce Broom Sweepers as surplus and no longer required for public use; and authorize Public Works Director, or designee, to sign the certificates of titles for the surplus items being sold at auction;

3. Authorize the sale of capital asset surplus (2) 2009 Broce Broom Sweepers at JJ Kane Auctioneers located at 8668 Sparling Lane, Dixon, CA 95620; and

4. Authorize Auditor-Controller to remove the surplus assets from the capital asset listing.

EXECUTIVE SUMMARY

Today’s requested action is to increase appropriations in the Upper Valley Disposal Franchise Fee budget to transfer out to Fleet-Roads Equipment Replacement and to increase appropriations in Fleet-Roads Equipment replacement budget for the purchase of a Tiger WildKat Side Shift Flail Mower factory mounted to a new John Deere 5105M Tractor, for use by the Roads Department for mowing county roads and establish a new capital asset.

The County has two (2) Broce Brooms (Asset # 27393 & 27394) that have outlived their useful lives, have been, or will be, removed from service, and are no longer required for public use. With approval of today’s action, two (2) brooms will be declared surplus, sold at auction, and removed from the capital asset listing.

Discretionary Justification:

The new equipment will make it easier to remove trash from the shoulders of roads, while also reducing fire danger by removing excessive vegetation.

The tractor will be budgeted for usage and replacement charges through the Fleet Management Cost Allocation and included in the Final Budget Book

Consequences if not approved:

The Roads Department will go without this tractor resulting in decreased maintenance of county roads.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

 

BACKGROUND AND DISCUSSION

The proposed action will authorize Napa County Fleet Division to purchase a Tiger WildKat Side Shift Flail Mower factory mounted to a new John Deere 5105M Tractor for the Roads Department to use for mowing grass along county roads. The mower will make removal of trash easier which benefits both the community and the environment.  A side benefit of this mowing is to also increase visibility and fire mitigation at various county locations. The initial purchase will be funded by Upper Valley Disposal Service Franchise Fee, but operations and replacement will become part of the Roads Department monthly charges through the fleet allocation.

In addition, with approval of today’s action, two (2) 2009 Broce Broom sweepers (Asset #27393 & 27394) that have outlived their useful lives will be declared as surplus; the Public Works Director, or designee, will be authorized to sign the certificate of titles for the items being sold at auction; and the Auditor-Controller will be authorized to remove these surplus assets from the capital asset listing after they are sold at auction. When brooms are needed in the future they will be rented.
