EXECUTIVE SUMMARY

The Board of Supervisors, as part of the fiscal year 2021/2022 budget approval process, authorized the purchase of two new SUV’s and two new pickup trucks listed on the Fixed Asset Schedule as replacements to aging the County Fire fleet.  County Fire would like to secure vendors Wattco, Napa Sign, and Extendo Bed, without securing bids when complementing each vehicle with emergency lighting/sound, graphics, and truck bed compartment.  A fourth vendor Campway has gone through the competitive bid process and County Fire intends to use them to equip the pickups with campers.  Approval will also establish these items as fixed assets in the amount of $77,500.

Discretionary Justification:

Wattco and the Sign Shop are both local vendors.  Other vendors would require extensive travel and would not be cost effective to the County.  Extendo Bed has been used exclusively on County Fire vehicles and would not be standardized if another vendor was used.

The cost of maintenance, which would be supported by the Fire Protection Fund (2100).

Consequences if not approved:

Items will not be standardized and distance travelling will be needed to have work completed.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by California Code of Regulations 15378 (State CEAQ Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The Board of Supervisors, as part of the fiscal year 2021/2022 budget approval process, authorized the purchase of two new SUV’s and two new pickup trucks listed on the Fixed Asset Schedule as replacements to the aging County fire fleet.  County Fire would like to secure vendors Wattco, Napa Sign, and Extendo Bed without securing bids when complementing each vehicle with emergency lighting/sound, graphics, and truck bed compartment.  A fourth vendor Campway has gone through the competitive bid process and County Fire intends to equip one of the pickups with a camper at the price of $3,500. 

Wattco provides local highly specialized work on emergency vehicles.  Not only Fire but the County Sheriff’s Office uses this vendor as well for their emergency lights, sirens, and radio needs.  There are no other facilities within one hundred miles that can perform the level of service need for these emergency vehicles.  The cost to outfit the new SUV’s and new pickups will be $56,300.

Napa Sign is the last local vehicle graphic company.  We have used other vendors in the past that were in the County, but they have since closed their businesses.  Napa Sign has completed work for us in the past and currently has our logos and graphic templates on file.  To set graphics on all four vehicles the cost will total $11,200.

ExtendoBed is the manufacturer of mobile incident operation slide outs.  There are other manufactures that supply slide outs, but ExtendoBed slides are unique and provide the best configuration for our operation.  Cal Fire solely uses them for their operations as well, which mirrors operations of the Napa County Fire Department.  One pickup will be receiving the slide compartment at a cost of $6,500.

Approval will also establish these items as fixed assets in the amount of $77,500.
