EXECUTIVE SUMMARY
On June 21, 2022, the Napa County Civil Grand Jury issued a Final Investigative Report entitled "Under the Radar: The Saga to Bring Napa's Airport Into the 21st Century." Findings 14, 15, and 16 of the report were critical of the County's use of closed session and alleged breach of confidentiality. On August 23, 2022, the Board of Supervisors disagreed with each of these Grand Jury Findings, but did agree with the Acting County Executive Officer's recommendation to provide training to those participating in closed sessions, including the responsibility to maintain confidentiality.
