EXECUTIVE SUMMARY

There are currently four vacancies on the Napa County Advisory Board on Alcohol and Drug Programs (ABAD) due to expiring terms. The County Executive Office advertised the vacancies and received three reappointment requests from Jose (Manuel) Iniguez, Chase Haag, Maria Biddenback, and Catalina Chavez Tapia.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

The purpose of the Advisory Board on Alcohol and Drug Programs (ABAD) is:

1.                     To participate in the planning process for the development and maintenance of the County alcohol and drug programs;

2.                     To review and evaluate the County alcohol and drug program budgets;

3.                     To advise the County Alcohol and Drug Program Administrator and provide a public forum on the policies and goals of alcohol and drug programs and on other related matters which may be referred to or raised by the Advisory Board;

4.                     To review and generally evaluate the community's programs, needs, services and facilities; encourage public understanding of the problems of inappropriate use of alcohol and other drugs; encourage support throughout the County for development and implementation of effective programs; and

5.                     Report to the Napa County Board of Supervisors on a regular basis.

 

The ABAD is comprised of a minimum of thirteen members and a maximum of sixteen members as follows:

                     One representative of a law enforcement agency within the County;

                     One representative of the Napa County Probation Department;

                     One representative of an educational institution within the County;

                     One shared student position with one representative vote;

                     One representative of the business community;

                     One representative of the alcohol industry;

                     Two representatives of the recovering community, each with two years of being clean and sober and who have been participants in Health and Human Services Agency programs; and

                     Five to eight additional interested citizens who show professional interest in or personal commitment to alleviating problems related to alcoholism or alcohol or drug abuse in the community.

 

Staff requests the Board reappoint Jose (Manuel) Iniguez to represent Probation, Chase Haag to represent Law Enforcement, and Catalina Chavez Tapia to represent Interested Citizen on the Advisory Board on Alcohol and Drug Programs (ABAD).
