SUBJECT: Amendments with Progress Foundation, Inc. (Bella House and Progress Place)

Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to sign the following Amendments with Progress Foundation Inc.:
1. Amendment No. 1 to Agreement No. 220003B, for a new contract maximum of $841,180 and update Exhibits A and B for the Fiscal Year 2022-2023, and each subsequent automatic renewal, to provide transitional residential mental health treatment services at the Bella House facility; and
2. Amendment No. 1 to Agreement No. 220004B, for a new contract maximum of $1,073,068 and update Exhibits A and B for the Fiscal Year 2022-2023, and each subsequent automatic renewal, to provide mental health crisis residential services at the Progress Place facility.

EXECUTIVE SUMMARY
Approval of today’s action will amend the current Agreements with Progress Foundation, Inc. (Bella House and Progress Place) to include updated Scopes of Work and Compensation exhibits. Each of the Agreements reflect new maximum dollar amounts in order to accommodate increased operational costs.
Amendment No. 1 to Agreement No. 220003B (Bella House) will increase the contract maximum by $60,000 for a new maximum of $841,180. Amendment No. 1 to Agreement No. 220004B (Progress Place) will increase the contract maximum by $20,000 for a new maximum of $1,073,068. Each agreement also updates language pertaining to new CalAIM clinical documentation requirements.
Progress Foundation, Inc. is a local vendor.

These agreements contain provisions for automatic annual renewal. Appropriations are included in the requested FY 2022/2023 budget and future fiscal years will be budgeted accordingly. |

If these amendments are not approved, Napa County would not be able to transition adult clients back to the community. This would result in extended stays at high cost hospitals or locked settings. |

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The County has contracted with Progress Foundation, Inc. for the provision of residential mental health services for mentally ill adults for many years.
Bella House:
Progress has operated Bella House, a transitional mental health residential program, through contracts with Napa County for many years. This program provides housing and mental health services on a transitional (up to 18 months) basis to Napa County adults significantly impaired by a major mental illness. Bella House aims to transition clients from higher, more expensive levels of mental health institutional care to more independent, lower levels of care and housing in the community. Bella House serves an average of 27 individuals per year.
The additional funds are needed for increased operational costs. This action will also incorporate CalAIM changes to contractor expectations involving clinical documentation, which states that the contractor must abide by all new CalAIM and Napa County MHP documentation regulations.
Progress Place:
Progress has operated a mental health crisis residential program under contract with Napa County for many years. Progress Place is designed to provide short-term residential care and mental health services to individuals who are at some risk to themselves or others and who otherwise may require psychiatric hospitalization. The goal of Progress Place is to stabilize clients and return them to their pre-crisis level of functioning, thereby avoiding a higher or more extensive level of inpatient care. Progress Place serves an average of 110 individuals per year. The additional funds are needed for increased operational costs and staff COLA's. This action will also incorporate CalAIM changes to contractor expectations involving clinical documentation, which states that the contractor must abide by all new CalAIM and Napa County MHP documentation regulations.
