Agricultural Commissioner/Sealer of Weights and Measures requests approval of and authorization for the Chair to sign renewals for the following Agreements:
1. Agreement No. 200286B with the California Department of Food & Agriculture (CDFA) for a maximum of $20,497 for the term October 1, 2022 through June 30, 2023 for reimbursement of expenditures associated with placing and inspecting traps for the detection of Asian Citrus Psyllid (ACP); and
2. Agreement No. 170909B with CDFA for a maximum of $500 for the term July 1, 2022 through June 30, 2023 for activities related to the performance of nursery inspections and enforcement work.

EXECUTIVE SUMMARY

Approval of the requested action will renew the County’s revenue agreements with CDFA.
Renewal of Revenue Agreement No. 200286B reimburses the County for placing, monitoring, and inspection of insect traps during the winter months to determine the geological spread of ACP.
Renewal of Revenue Agreement No. 170909B reimburses the County for nursery inspection and enforcement work (inspecting nursery facilities ensuring the area is clean and free of pests and ensuring proper labeling).

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

Agreement No. 200286B provides for the reimbursement of costs for certain mandated services associated with the performance of trapping and inspection activities related to ACP. ACP is a tiny insect that may go unnoticed on citrus trees but could have devasting consequences for California citrus if not managed. The insect feeds on citrus leaves and stems and can infect citrus trees with a bacteria that causes citrus greening disease. While not harmful to humans, the disease kills citrus trees and has no cure. The best way to protect citrus trees is to identify the geographic spread of the insect and stop its movement.
Agreement No. 170909B provides for reimbursement to the County for nursery inspections performed to ensure Napa County is free of harmful agricultural pests. Activities consist of enforcement of laws and regulations pertaining to nursery stock, including licensing requirements, in accordance with the Memorandum of Understanding between CDFA and the California Agricultural Commissioners and Sealers Association.
