EXECUTIVE SUMMARY

On May 4, 2021, the Board approved Agreement No. 210353B with CBG Communications, Inc. (CBG) for a maximum of $98,150 to produce a road map with an action plan and seek to secure grant funding sources to use in the implementation of broadband solutions.
CBG completed the Road Map and Action Plan, which was presented to the Napa County Board of Supervisors on June 7, 2022.  In the Road Map, CBG also identified potential grant funding sources for identified projects. 
On June 21, 2022, the Board approved Amendment No. 1 to Agreement No. 210353B with CBG to extend the term through June 30, 2023, for continued Broadband related work to the Road Map and grant applications with no change to the contract maximum. 
Today’s request is for approval of Amendment No. 2 to Agreement No. 210353B with CBG to increase the amount by $50,000 for a new maximum of $148,150 with no change to the term to further assist in grant funding for the implementation of broadband solutions. 
CBG Communications, Inc. is not a local vendor.

With the Amendment, CBG will continue to help the County with grant applications as sources for the implementation of broadband solutions identified in the Road Map.

Funds will continue to be encumbered in Fund 1000, Central Services (subdivision 10520-00).

Consequences if not approved:

If not approved, implementation of Napa County’s broadband plan would be delayed, and additional funding sources for future work would likely not be identified in a timely manner.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action plan is not a project as defined by 14 California Code of Regulations 15378 (State of CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

On May 4, 2021, the Board approved Agreement No. 210353B with CBG Communications, Inc. (CBG) for a maximum of $98,150 to produce a road map with an action plan and seek to secure grant funding sources to  use in the implementation of broadband solutions.
CBG completed the Road Map and Action Plan, which was presented to the Napa County Board of Supervisors on June 7, 2022.  In the Road Map, CBG also identified potential grant funding sources for identified projects. Additionally, CBG assisted with community partnership outreach, helped form partnerships with internet service providers, participated in the region’s broadband consortium work and assisted with broadband legislation. 
On June 21, 2022, the Board approved Amendment No. 1 to Agreement No. 210353B with CBG with no change to the contract maximum of $98,150 to extend the term to June 30, 2023.  The extended timeline allowed for CBG to continue to seek and secure grant funding sources to use for broadband solutions identified in the completed Road Map provided by CBG.
Today’s request is for approval of Amendment No. 2 to Agreement No. 210353B with CBG increasing the amount by $50,000 for a new maximum of $148,150.  The increase would allow for CBG to continue to seek and secure grant funding sources to use for broadband solutions identified in the completed Road Map and Action Plan, further assist in outreach and engagement with County community partners and assist the Napa County broadband team with broadband project preparations and implementations.

CBG Communications, Inc. is not a local vendor.  The company was selected as the top-rated bid in the County’s RFP process.  The company’s main office is in Paoli, Pennsylvania, with satellite offices in Boonton, New Jersey and St. Paul, Minnesota.
