EXECUTIVE SUMMARY

Members of the Board of Supervisors have the opportunity at each Board meeting to request items to be placed on future agendas for discussion.  Because the specific topic requested was not on the agenda, the remaining Board members did not have the opportunity to discuss the request at the time due to the Brown Act.  Three requests were made for Board consideration.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

BACKGROUND AND DISCUSSION

To ensure requests for future agenda items are addressed in a timely manner and all Board members can provide feedback before significant County resources are invested in such requests, staff is seeking direction from the Board for requests made at the August 23, 2022, Board meeting.

The first request is to request a presentation of the School Walk Audit prepared by the Napa County Safe Routes Program. The Commission includes representation from the Napa Valley Bicycle Coalition, Napa County Office of Education, and Napa Valley Transportation Agency. Staff estimate approximately four hours of time to coordinate presentation of the item in October.

The second request is for Supervisors to disclose meetings with CalFIRE. This request requires no staff preparation time and may be completed by Supervisors either at this time or during announcements for Agenda Item 15. Staff is preparing a Board presentation and discussion to enter into a new Cooperative Agreement for Fire Protection Services with CalFIRE for October 18 and estimate approximately ten hours of time to prepare.

The third request is for Staff to provide an update on the current independent investigation into the confidentiality breach that occurred when a July 27, 2022 department meeting was recorded without the knowledge of attendees and then referenced by a resident reading an excerpt from a transcript of the recorded meeting during public comment the following day. This item is a Personnel Matter and staff does not recommend this item return for further discussion. If the Board provides direction to return, the HR Director will provide a report at the conclusion of the review of the matter. Staff estimate approximately four hours of time to conduct the investigation.

Today’s action is to provide an opportunity for the Board to discuss the request and to provide staff direction.
