RECOMMENDATION

Director of Health and Human Services Agency (HHSA) requests approval of and authorization for the Chair to terminate the current Agreement No. 170738B with Mentis, Inc. for a maximum of $62,586; and sign a new Agreement No. 230135B with Mentis, Inc. for a maximum of $85,186 for the Fiscal Year 2022-2023, and each subsequent automatic renewal, for the provision of specialty mental health services for seriously mentally ill adults in a supportive permanent living environment.

EXECUTIVE SUMMARY
Approval of this action will terminate our current Supportive Living Program (SLP) agreement and replace it with a new agreement, commencing in Fiscal Year 2022-2023, and each subsequent automatic renewal, due to multiple amendments to the original agreement. This new agreement updates medical necessity language per the new California Advancing and Innovating Medi-Cal (CalAIM) state regulation requirements and updates Napa County Mental Health grievance procedures. Additionally, group rehabilitation services are added to the contractor's service structure.
Mentis Inc. is a local provider.

ENVIRONMENTAL IMPACT
ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.
BACKGROUND AND DISCUSSION
The County currently has an agreement with Mentis, Inc. for the provision of specialty mental health services to seriously mental ill individuals. The Supportive Living Program (SLP) is designed to assist seriously mentally ill residents of Napa County to obtain and maintain stable housing. The program provides mental health services and support to individuals living in the community. Mentis operates (in conjunction with Catholic Charities of the Napa Valley) an apartment complex in the City of Napa designed to house individuals with a history of mental illness. The clients receiving mental health services funded by this agreement live in said apartment complex.
Pursuant to the Agreement, Mentis provides the following services for individuals participating in the Supportive Living Program (SLP):
• Specialty Mental Health Services to Medi-Cal eligible individuals or individuals in families with serious mental illness in the County of Napa. These services include:
o One-on-one supportive meetings either in a clinical or housing setting
o Thorough clinical assessments
o Individualized treatment plans
o Individual and group rehabilitation services via physical and emotional wellness educational group classes
o Case management services that would include working with client-identified family or other support persons.
• Coordination with other providers in the community to ensure qualified individuals receive necessary mental health services and supports.
Individuals receiving these services are unable to maintain independent housing placements in the community because of insufficient structure and mental health support where they reside or are placed in permanent housing but need support and supervision in these placements in order to remain housed at this level of care.
