EXECUTIVE SUMMARY

Approval of today’s action will increase the contract maximum amount by $40,000 to a new maximum of $274,018, commencing in Fiscal Year 2022-2023, and each subsequent automatic renewal. The increase is necessary to accommodate an enhanced system of care and more diverse service provisions for housing clients and to maintain current staffing levels.
Mentis Inc. is a local provider.

Discretionary Justification:

While approval of this Agreement is not mandatory, it provides individuals participating in the Satellite Housing Program access to mental health services.

Future fiscal impact:

This amendment would increase the contract maximum by $40,000 from $234,018 to $274,018. This Agreement contains a provision for automatic annual renewal. Appropriations have been included in the approved Fiscal Year 2022-2023 budget and future fiscal years will be budgeted accordingly.

Consequences if not approved:

Mentally ill clients who currently have some capacity to maintain independent living situations with this level of supportive services would be at greater risk of becoming homeless and/or require higher and more expensive levels of care.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Mentis, Inc. administers the Satellite Housing Program, a community-based program that provides transitional group housing and individualized support services to mentally ill adults with the goal of preventing a return to a more restrictive living environment. The program encourages and assists clients to move toward more independent living arrangements. A minimum of 16 individuals are housed at any one time in one of the three houses operated by Mentis, Inc. All individuals participating in the program have a history of disabling, psychiatric problems that may benefit from a community-based, supported independent living arrangement.
Pursuant to the Agreement, Mentis, Inc. provides the following services for individuals participating in the Satellite Housing Program:
     • admission evaluations and develops program-related service goals;
     • assesses independent living skills and capacity to function in a supported, independent living arrangement;
     • assists individuals to develop and practice the relational, social, and living skills required to remain in a    supported independent living arrangement or transition to independence;
     • documents progress;
     • provides transportation to medical appointments and other significant events and activities;
     • assists in the development and implementation of an individualized after-care plan to facilitate transition to independent living; and
     • provides a safe, confidential, clean and sober environment.
This contract increase will allow Contractor to maintain qualified, credentialed staff. Contractor has also seen a rise in both the cost and amount of supplies needed to run a housing program during the COVID-19 pandemic. Lastly, the Contractor has added more psycho-educational group activities for residents of the housing program.
