EXECUTIVE SUMMARY

Approval of Amendment No. 8 to Agreement No. 170779B with the City of Napa will extend the term of the agreement through June 30, 2024 and increase service costs over Fiscal Years 2022-2023 and 2023-2024 by $348,532 which includes cost sharing for the new Records Management System in the amount of $119,032.

ENVIRONMENTAL IMPACT

ENVIRONMENTAL DETERMINATION: The proposed action is not project as defined by 14 California Code of Regulation 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Since July 15, 1986, Napa County has contracted with the City of Napa for centralized dispatching of emergency vehicles and related services within the county. Centralized dispatching has eliminated service duplication and achieves cost savings and operational efficiencies to the benefit of Napa County, the City of Napa and residents.
Amendment No. 8 to Cooperative Joint Powers Dispatching Services Agreement No. 170779B extends the term for two (2) years, through June 30, 2024. Dispatch service for FY 2022-2023 is $2,295,635, which includes a 3.5% cost of living increase and $59,516 for the shared cost of Mark43, a new Records Management System (RMS). Service for FY 2023-2024 is $2,373,899, which includes a 3.5% cost of living increase over the prior year and $59,516 for the shared cost of Mark43 RMS. The maximum compensation for Amendment No. 8 is $4,669,534.
