EXECUTIVE SUMMARY

Today's action requests approval of Amendment No. 1 to Agreement No. 200152B with The Salvation Army for the provision of meals, increasing the per meal cost from $6 to $8 each for a maximum of $100,000 annually at the Homeless Shelter and Day Center located at 100 Hartle Court. The Homeless Shelter serves up to 102 clients on an overnight basis and approximately 20-30 Day Center guests per day. There is no change to the contract maximum.

Discretionary Justification:

This item is discretionary in that there is no mandate to provide food services a certain way at the Homeless Shelter and Day Center. However, the County owns and operates a Homeless Shelter facility and must provide meals to clients. This is the most cost-effective way to provide meal services and support a culinary training program that works with the same clientele it seeks to serve.

ENVIRONMENTAL DETERMINATION: The proposed action is not a project as defined by 14 California Code of Regulations 15378 (State CEQA Guidelines) and therefore CEQA is not applicable.

 

BACKGROUND AND DISCUSSION

Napa County oversees the operations of a Homeless Shelter and Day Center for individuals experiencing homelessness at 100 Hartle Court in Napa. The shelter is jointly funded by Napa County and the City of Napa and the County contracts with Abode Services to operate the program. While Abode staff do their best to seek donations and volunteers to provide meals to those clients the shelter serves, there is still a need to have a meal service on an as-needed basis to provide one or more of the daily meals to the shelter clients. Additionally, the homeless shelter lacks a certified commercial kitchen and is limited in how food can be stored, prepared and served.

The Salvation Army operates the kitchen and cafeteria at Health and Human Services (HHSA) and staffs a café and provides client meals to clients receiving certain services at HHSA's campus. Prior to 2019, the Salvation Army provided meals to the homeless shelter under a Memorandum of Understanding (MOU) that was two decades old and there was no a formal agreement for the provision of meal services. The MOU was written to assume a small number of homeless clients in need of meal service. The original agreement with The Salvation Army for the provision of meals at $6 each for a maximum of $100,000 annually. The Salvation Army will prepare and provide meals to Abode in a manner that Abode staff can serve meals to clients. Abode staff will order meals weekly on an as needed basis and if donations or volunteers exist to provide meals, staff will limit the number of meals ordered. The Salvation Army offers a culinary job training program. The cost of the meals will help support the culinary training program and cover the cost of food and time to prepare the meals.

Today’s action amends the compensation terms increasing the cost per meal from $6 to $8 due to increasing food, supplies and staffing costs. There is no change to the contract maximum, as Abode Services will provide additional meals through community donations.
